Chapter One: Introduction

ABSTRACT

Procurement strategies are essential frameworks that determine how construction projects are organized, executed, and delivered. Globally, procurement systems have evolved to enhance project efficiency, reduce time and cost overruns, and ensure alignment with client objectives. However, in developing countries like Nigeria, conventional procurement approaches often face challenges due to socio-economic, cultural, legal, and institutional factors, which limit their effectiveness. This study critically examines conventional procurement strategies and evaluates their applicability in the Nigerian construction industry. It highlights the statutory responsibilities of construction professionals, explores the link between procurement methods and project outcomes, and identifies barriers to optimal implementation. The findings provide practical insights for contractors, project managers, policymakers, and scholars, offering strategies to improve project delivery, minimize disputes, and enhance overall efficiency in Nigeria’s construction sector.

1.0 INTRODUCTION

Procurement strategies constitute the backbone of construction project delivery, defining the contractual, organizational, and operational framework for project execution. Despite significant advancements in project management globally, time and cost overruns remain prevalent in the construction sector (Smith & Love, 2001). In response, alternative procurement models such as partnering and alliancing have been promoted to enhance collaboration, reduce disputes, and improve project success (Love et al., 1998).

However, not all procurement methods suit every project type. The choice of procurement system must align with client objectives, project complexity, and resource availability (Skitmore & Marsden, 1988; Love et al., 1997). Understanding the characteristics, benefits, and limitations of different procurement strategies is essential for effective project planning. This study focuses on conventional procurement strategies, exploring their theoretical underpinnings and practical application within Nigeria’s construction industry.

 

1.1 BACKGROUND OF THE STUDY

Procurement, in the context of construction, refers to the systematic process of acquiring goods, services, and works to fulfill project objectives. Procurement strategies define roles, responsibilities, communication channels, and legal obligations among stakeholders, and they significantly influence project outcomes and client satisfaction.

In Nigeria, conventional procurement methods—primarily traditional contracting models—remain widely used, despite their limitations in addressing modern construction challenges. The success of a project under any procurement system depends on adherence to statutory duties, effective coordination among professionals, and strategic decision-making throughout the project lifecycle.

Properly implemented procurement strategies enhance project efficiency, minimize cost escalation, and ensure timely completion. Conversely, inappropriate application of procurement methods can result in delays, disputes, and compromised quality. Therefore, examining the practical relevance and challenges of conventional procurement strategies in Nigeria is critical for improving project performance and industry standards.

 

1.2 STATEMENT OF THE PROBLEM

While procurement systems are well-established in developed countries, their adoption in Nigeria faces contextual challenges. Socio-economic constraints, inadequate regulatory frameworks, and limited professional expertise often hinder effective implementation. Consequently, construction projects may suffer from cost overruns, extended timelines, and poor quality outcomes.

This study investigates the applicability of conventional procurement strategies in Nigeria, aiming to identify the factors that facilitate or obstruct their effective use. Understanding these dynamics is essential to enhance project delivery, reduce disputes, and ensure sustainable development in the Nigerian construction sector.

 

1.3 OBJECTIVES OF THE STUDY

The primary objectives of this study are to:

  1. Identify the various conventional procurement strategies employed in construction projects.
  2. Evaluate the application and effectiveness of these strategies within the Nigerian construction industry.
  3. Examine the statutory duties of builders and construction professionals under conventional procurement frameworks.
  4. Assess the challenges and limitations of applying conventional procurement strategies in Nigeria.
  5. Provide recommendations to optimize procurement practices and improve project outcomes.

 

1.4 RESEARCH QUESTIONS

This study seeks to answer the following questions:

  1. What are the key conventional procurement strategies used in construction projects?
  2. How are these procurement strategies applied in Nigeria’s construction industry?
  3. What are the statutory responsibilities of builders under conventional procurement frameworks?
  4. What challenges affect the successful implementation of conventional procurement strategies in Nigeria?

 

1.5 RESEARCH HYPOTHESIS

The study will test the following hypotheses at a 0.05 level of significance using the t-test method:

H1: The application of conventional procurement strategies significantly impacts the Nigerian construction industry.
H0: The application of conventional procurement strategies does not significantly impact the Nigerian construction industry.

 

1.6 SIGNIFICANCE OF THE STUDY

The findings of this study are expected to:

  • Provide industry stakeholders with insights into the practical effectiveness of conventional procurement strategies.
  • Guide construction professionals in selecting and implementing appropriate procurement systems.

By addressing these objectives, the study aims to enhance efficiency, reduce project delays, and improve overall performance in Nigeria’s construction sector.

 

1.7 JUSTIFICATION OF THE STUDY

This research is necessary due to the persistent challenges faced in implementing conventional procurement strategies in Nigeria. By critically analyzing these strategies and their practical application, the study provides evidence-based recommendations to enhance project delivery, improve compliance with statutory requirements, and promote sustainable practices in the construction industry.

 

1.8 SCOPE OF THE STUDY

The study focuses on conventional procurement strategies and their application in Nigeria, with a specific population of 58 construction industry professionals in Enugu, Enugu State. It examines procurement practices, statutory obligations, and the challenges influencing project outcomes, employing descriptive research methods to analyze and interpret findings.

 

1.9 DEFINITION OF TERMS

  • Procurement: The structured process used by clients and organizations to acquire goods, services, or works necessary for project execution.
  • Negotiation: A mutual discussion aimed at reaching an agreement regarding project requirements, schedules, prices, and contractual terms.
  • Construction Industry: The sector engaged in the planning, design, and construction of buildings, infrastructure, and other physical developments.
  • Conventional Procurement Strategy: Traditional project delivery methods where design and construction responsibilities are separated, typically involving tendering and contracting processes.
